SC Cleared Cost Estimator

 

Location: Remote but willing to attend meetings in Bristol

Duration: 12 months

Rate: £500 - £550 per day (Inside IR35)

 

We are currently looking for an experienced Cost Estimator to work on a contract basis for one of our defence clients. The role can be performed on a Remote basis but there is a need to attend some meetings in Bristol.

 

Requirements of the role:

  • The individual will be required to support a variety of cost analysis and cost modelling activities.
  • Working with Project Managers and Finance staff to develop robust cost forecasts for their projects,
  • Utilise the mandated tools available such as the Cost Capture Workbook (CCWB) and CAAS-owned CRBS Cost Model.
  • Assist with Allowable Cost Reviews of single-source bids from industry.
  • Perform Verification and Validation (V&V) of cost models and spreadsheets.
  • Produce clear and concise reports summarising major activity (e.g. ACRs and V&V).

 

Specific skills:

  • SC Cleared
  • Verification & Validation (V&V) experience – Critical examination of cost models for function and robustness of estimates. CAAS V&V Standards will need to be followed.
  • Cost model development skills (in Excel) – ability to generate (and analyse others’) cost models in accordance with Best Practice.
  • Critical analysis of costs being used by Project Managers in their estimates (and to assist with improving estimate robustness).
  • Understanding Monte-Carlo simulation techniques and application of appropriate software tools (Vose ModelRiskTM).
  • Where to find and how to apply indices such as Foreign Exchange (FOREX), VAT and Inflation.
  • Appropriate and proportionate use of correlation in a cost model
  • Three-Point Estimating (3PE) techniques.
  • Correct handling and reporting of Risks in modelling,
  • Understanding of RiC and RoC and how to extract them from modelled outputs.
  • Application of Optimism Bias.
  • Understanding of implications (and application) of MOD instructions such as JSP 507, JSP 655.

 

Desirable skills:

  • Perform the Lead role for the Cost Estimation which includes:
  • Support to the other Cost Estimation staff,
  • Direct liaison with the Authority Lead on direction and priorities,
  • Focal point for the Cost Estimation
  • Completion and submission of the Monthly report for Cost Estimation.
  • Experience in ACRs / Price Investigations on Single-Source bids.
